Poor broadband affecting banking services in NE: Ering
Raises key issues concerning Arunachal in Parliament
ITANAGAR, Mar 22: Member of Parliament Ninong Ering asked the Centre to address the issue of poor broadband connectivity, which has severely affected banking services in parts of the North East for the last two weeks.

"How will people go for cashless transactions when internet connectivity is very poor? The banking services have been affected in various areas of the North East for the last two weeks and the problem must be addressed at the earliest," he said.
He also said that laying optical fibre cables has been affected in the Northeastern region due to "red tapism" and the central government should intervene in the matter.
Terming digital or cashless economy an ambitious step without creating necessary infrastructure and digital education, Ering said that the government should first try to bring internet to people and then teach them how to use Paytm.
The MP said that internet penetration and mobile connectivity in rural areas, including Arunachal Pradesh are still at low levels.

Ering also raised questions over meager allocation of fund to the Ministry of DoNER (Development of North East Region).
He said that allocation of Rs 2,682 crore against the revised estimate of 2,524 crore, which is just six percent increase in the allocation to DoNER, would not meet any need of the region. He said that the amount allocated for development purposes in eight states would roughly amount to Rs 336 crore for each state, which is very minimal to bring any substantial change.
Ering also urged the central government to withdraw the order making Aadhar mandatory for the targeted Public Distribution System (PDS).He said that the order passed by the government would hamper the people's access to food grains.

However, it is said that the problem would be resolved by March 24 next, and bank authorities also requested customers to have patience. Rs. 12 crore for dilapidated Itanagar-

ITANAGAR, Mar 22: The Government of Arunachal has sanctioned Rs 12 crore under SADA
for repairing of Itanagar-
But the government is yet to announce funds for the bridges on Itanagar-
The condition of the road has been deteriorating for the last few years but the state government has not bothered to repair it.
When contacted, Executive Engineer (PWD) Doimukh Division, Nabam Tado informed that all formalities have been completed and the department will float the tender within a week.
He further added that maintenance of road will include drainage system. However, the EE said that there is no provision for repairing of the four bridges which fall in the said stretch of road and appealed to the state government to take appropriate action in this regard.
The road is important not only for major educational institutions like National Institute of Technology (NIT), Government Law College and Film and Television Institute, but also connects the entire Upper Balijan area with Itanagar.
The law college will start functioning from the coming academic session, whereas the work at the Film and Television Institute has already started. The Union HRD Ministry has reportedly asked the NIT to start functioning from its permanent campus at Jote from the next academic session onwards.
Considering the horrible condition of Itanagar-
With the monsoon season also approaching, there is virtually no time left for the repairing work to start.

Minister says safe drinking water to all by 2022
NEW DELHI, Mar 22: Of the 7577 rural habitations in Arunachal, 4696 habitations are partially covered in terms of drinking water with about 2000 habitations under critical coverage category, said PHE & WS Minister Bamang Felix, while speaking at the National Conference on Water Supply and Sanitation, organized by Union Ministry of Water Supply and Sanitation to commemorate the World Water Day.
He, however, assured that despite constraints, Arunachal Pradesh with its limited internal resources is trying its best to provide safe drinking water to all by 2022.
With many of its habitations located along the 1680 KMs of international boundary with China, Myanmar and Bhutan surrounded by harsh terrains, unsupportive climatic conditions and serious communication bottlenecks, implementation of the programmes and the schemes in the state is a huge challenge. Added to it is the higher cost parameters in terms of labour and material costs due to high mechanical and head load transportation involved to reach the work sites," the Minister informed.
He asked the centre to enhance the allocation under NRDWP from NITI Aayog/ Finance Ministry in view of large number of habitations remaining uncovered throughout the country.
He further sought enhanced weightage of funding for ST category. Inclusion of cost disability factor as an additional weightage for distribution of funds under NRDWP to states vis a vis habitations in hill areas where there is no road connectivity and where there is involvement of considerable head load for carrying construction materials.
Felix also requested for continued and enhanced support from the Ministry under Water Quality Monitoring & Surveillance programme. He informed that under Swachh Bharat Abhiyaan Mission, the state government has covered 84.05% of Individual Household Latrines (IHHL), 34.62% of Community Sanitary Complexes (CSC) and 9.08% of Solid Liquid Waste Management (SLWM) component. In regards to the IHHL, the state government is supplementing an amount of Rs 8000.00 per unit, in addition to Rs 12000.00 central share, to build better quality latrines with total investment of Rs 20000.00 per unit, combining GoI and state's contributions, he added.

Governor Acharya cautions NE people
ITANAGAR, Mar 22: Governor of Arunachal Pradesh P B Acharya has cautioned the people of North Eastern Region against dubious land dealings and other criminal activities in the National Capital Region.
Reacting to news reports in some local dailies regarding crimes against North East people, including those affected by shady land deals in Noida, Gurgaon, Solan and other areas, the Governor's Office said that the Governor has taken note of the situation and has cautioned the North Eastern people to be more aware and not let people hoodwink them.
The Governor, who met Delhi Chief Minister Arvind Kejriwal during his recent visit to the National Capital, discussed and highlighted problems faced by the North Eastern people in Delhi. He appreciated the proposed welfare and security programme by the Delhi Government for the North East people.
The Governor also lauded the Delhi Police for keeping a check on the crimes committed against North Eastern people, while also stating that one should be more careful in future and keep guard so as not to be lured by such unwanted elements.
RGU adopts remote Lasum Pate village
ITANAGAR, Mar 22: CPEB, Rajiv Gandhi University (RGU) has adopted Lasum Pate village in Dissing Passo circle of East Kameng district in order to sensitize the villagers about health and hygiene, and education, to assist them to understand biodiversity and its preservation and to make them aware on various government schemes.
The RGU deputed a team comprising of Professor H N Sarma, Dr Daniel Mize, Dr David Pertin and Dr Pubajyoti Saikia to formally adopt and discuss the modus operandi for the execution of the objectives of the adoption with villagers.
The team visited all households, school, Anganwadi centre and interacted with the villagers to identify the basic problems faced by the people.
While interacting with the RGU team, Gram Panchayat Chairperson Hemu Panse lamented that no government water supply schemes have been implemented in the village. Villager are still fetching water from the river so they are prone to water borne diseases which is one of the reasons for higher mortality rate in the village and is aggravated by unavailability of surface transport and health centre in the village. Though power lines are being erected but there has been no electricity supply in the recent past, Panse further informed.
School Management Committee Chairman Taram Lebung informed the team that there is only one teacher in the entire school, and when the teacher is unwell, the school remains closed.
Gaon Burah Radhesyham Tachang also assured that his village would extend full cooperation to the RGU.
Lasum Pate, mostly inhabited by the Puroik community, is still not connected by road and as a result the village is cut off from the rest of the world for up to seven months. The adoption programme was marked with a mass plantation in the village, distribution of saplings and some basics commodities to villagers.
Belgian Embassy officials meet GoAP representatives

Technology driven documentation should not compromise essence of oral tradition: Bhagabati
RGU Workshop on documenting Oral Traditions of Northeast India
RONO HILLS, Mar 22: Guwahati NERC, Indira Gandhi National Centre for the Arts Coordinator, A C Bhagabati stated that oral tradition is dynamic and the use of technology driven documentation process should not compromise the essence of oral tradition.

Director, Centre for Oral and Tribal Literature, Sahitya Akademi, New Delhi and President, Linguistic Society of India, Padmashree, Professor Anvita Abbi in her address also emphasized on the role of oral tradition in safeguarding the intangible cultural heritage with a special mention on the endangered languages and culture of the Adamanese. She also mentioned that safeguarding a worldview or system of beliefs is even more challenging than preserving a natural environment.
President, Indian Folklore Congress, Mysore, Professor Jawaharlal Handoo spoke on the essence of folklore studies in contemporary times. He stressed upon the importance of participatory documentation, where community members actively participate in documenting their culture.
Vice Chancellor of the University, Professor Tamo Mibang emphasized on the relevance of undertaking research in oral traditions of tribal societies, while Director AITS, RGU, Professor S Simon John spoke about the importance of documenting, preserving, safeguarding and disseminating oral traditions of the region.
An annual newsletter by the Centre for Endangered Languages entitled 'CFEL Research Newsletter', highlighting the research on endangered languages of Arunachal Pradesh was also released on the occasion.
About 100 participants from different universities of the country, including the North East region are taking part in the workshop wherein resource persons from RGU, JNU, Malayalam University, Sahitya Akademi, Vishwa Bharati Santiniketan, IGNCA, Guwahati University, Pondicherry Central University, besides eminent film makers will present various concepts and methodologies for documenting oral traditions of Northeast India.
Stick to guidelines regarding STPF recruitment: GAS
ITANAGAR, Mar 22: The Ghora Aabhe Society (GAS) has in a letter to the Chief Minister on Tuesday, appealed to him to ensure that recruitment process of the Special Tiger Protection Force of Pakke Tiger Reserve be carried out as per the guidelines of the National Tiger Conservation Authority, which requires that the Forest Department and not the Police Department should be the main recruiting authority for the 112 posts.

Seijosa ZPM, Pani Tayam has in a representation to the CM on Monday last, also sought recruitment of local youths of the area for STPF, who have been already working on casual basis in the Pakke Tiger Reserve.
Meanwhile, the Pakke Tiger Reserve Casual Workers Welfare Association (PTRCWWA) also expressed concerns over the inordinate delay in conducting interview for selection of Special Tiger Guard (STG) and Special Tiger Protection Force (STPF), and submitted a memorandum to the Chief Minister on Wednesday, urging him to initiate steps to expedite the recruitment process.
'The GoI had sanctioned appointment of STG and STPF for Pakke Tiger Reserve in 2010, but the same has not been implemented in the state and as a result many land donors and affected unemployed youths are still waiting for job opportunities,' the Association said.

YUPIA, Mar 22: Deputy Commissioner Tai Kaye said that all the hospitals, including private ones, have a greater role to play in effective implementation of all government health programmes and polices.
Chairing the District Accreditation Committee (DAC) meeting of the District Health Society (Papum Pare DHS), held at his office conference hall on Wednesday to discuss expansion of facilities for institutional delivery services to all eligible private health facilities, the Deputy Commissioner said that health facilities must reach to the poorest of the poor, irrespective of caste creed and religion.
Papum Pare District Medical Officer, Dr Kampu Tasso also called upon all private hospitals to cooperate with the DHS in streamlining the health facilities for institutional delivery services in the district.

PASIGHAT, Mar 22: Two days state level workshop on 'strategies for harnessing the potential of spices production in Arunachal Pradesh' began at the College of Horticulture & Forestry (CH&F), Pasighat on Wednesday.
CAU Imphal Vice Chancellor Professor, M Premjit Singh urged all the scientific fraternity and front line extension personnel to stand up to the expectation of the farming community of the region as well as state.
Itanagar NABARD GM, S Sankarnarayanan spoke on different credit link support and schemes of the bank. He also informed that NABARD is going to establish three Mega Food Parks in East Siang, West Kameng and Papum Pare districts to market their surplus horticultural crops.

JWCAPTU to go ahead with next phase of agitation
ITANAGAR, Mar 22: The Joint Working Committee of Arunachal Pradesh Trade Unions (JWCAPTU) has decided to go ahead with its 4th, 5th and 6th phases of agitation from March 29 onwards.
The JWCAPTU expressed displeasure over the Government of Arunachal's recent announcement to hike wages of contingency employees/casual workers by Rs 1000.
The committee has been demanding for wage hike to Rs 18, 000 at par with national level. The JWCAPTU alleged that the state government is playing with the sentiments of the casual workers.
Women repair hanging bridge
ITANAGAR, Mar 22: The women of both Statistic and Police colonies are going to set an example as they are taking up hanging bridge renovation works between Statistic and Police colonies on self help basis in the Capital Complex.

Shift SMS factory from Lekhi village: Federation
NAHARLAGUN, Mar 22: The All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its President Dobing Sonam has submitted a representation to Chief Secretary Shakuntala Gamlin and appealed to her to immediately shift the SMS factory located at Lekhi Village.
While stating that the factory has been causing serious air pollution which is a threat to human life, the Federation added that as per the latest inspection of the factory, diseases like cancer, tuberculosis etc have rose to the level of 45 percent in and around the area as the factory emits carbon dioxide,
carbon monoxide and particulate pollutants containing heavy metals which are hazardous for any living being.
'It has been more than three years since the demise of one late Toko Henri of Leki Village because of polluted air, but till date nothing has been done by the authority concerned to close or shift the said factory', the representation further read.
The AAPPTF has also threatened to launch democratic movement if its demand is not looked into at the earliest.

Resource persons drawn from various fields, including from legal backgrounds and women activists, delivered lectures on human rights, need of proper mechanism to protect human rights, customary laws, various issues involving women's rights and interest etc.
Under Secretary, Department of Law and Personnel, Dani Belo emphasized the need of a proper mechanism to address violations of human rights in Arunachal Pradesh. He also said that all the state Human Rights Commissions need to be more alert on this serious issue.
Indian Council for Child Welfare General Secretary, Tadar Mepung stressed on the need for constituting the State Human Rights Commission at the earliest. She said that there were lacunas in the laws for women in the country and also disclosed that there were complaints of misuse of laws by women as well.
Referring to Arunachal Pradesh, she said that the customary laws should be in consonant with the provisions of the Constitution so that implementation of legal rules regarding women, human rights and children can be achieved.
Professor S N Misra emphasized on the need for generating awareness among people on human values and rights.
Finance Officer of RGU, Professor Amitav Mitra advocated that 'human rights and human development are closely connected and can secure freedom in all aspects and the challenge is in building a culture of human rights.'
He also proposed for inclusion of human rights subject as a curriculum in schools.

KOHIMA, Mar 22: The 17 Jairampur Battalion of the Assam Rifles apprehended two ULFA(I) cadres, Bitu Rajvanshi and Bitul Shimpo for attempted extortion in Koriapani village in Jagun on March 21 last.
Bitu Rajvanshi further divulged that he has been an active cadre of the banned outfit and had undergone training at Kaching training camp in Myanmar and was involved in guiding the CORCOM cadres responsible for the November 16 Pengri attacks that killed three soldiers, said a defence report.

AdiSU unit demands fresh interview
ITANAGAR, Mar 22: Siang district unit of Adi Students' Union (AdiSU) has lodged a complaint with the Siang Deputy Commissioner regarding recommendation of candidates for final selection for various posts of MPW, Peon etc. by the DMO.
Alleging illegal practices and indulgence in nepotism and favoritism in selection of candidates, the AdiSU unit in its complaint letter to the Deputy Commissioner demanded an SIT probe into the allegation. The students' union also demanded that the interview be conducted afresh by cancelling the results forwarded to the DC for final selection of candidates.

Declare results
Dear Editor,
Through your esteem daily, I want to ask National Health Mission department when they are going to declare the result of walk in interview conducted on 14 of February for various post like DAHPM, Computer Operator etc. It’s already been more than one month and I believe it’s enough Time for declaring the result of simple walk in interview.
I also understand that departments have their own busy schedules but at the same time I will really appreciate the department if they manage some time for declaring the result, as many hopes sometimes depends on it.
At the same time I also like to request concern Ministers and secretaries for bringing some efficiency.

Fake sports certificates and recruitment
Dear Editor,
Through your esteemed daily, I would like to appeal Govt. of Arunachal Pradesh to ban fake certificates for recruitment of Arunachal Pradesh Police constables under Sport quota Recruitment for Tirap, Longding and Changlang. I have noticed that maximum candidates are appearing with fake certificates. Some sport associations are issuing fake certificates charging high amount which poor persons can’t afford. Charging high amount for fake certificates is not fair.
There are lots of sports persons in Arunachal Pradesh, they have hundred percent
right to get the job instead of other candidate coming with fake certificate. Sports

Follow the NCTE norms
Dear Editor,
Through your esteemed daily news paper, I would like to suggest the Education Department to follow the NCTE norms in recruitment of elementary teachers because the teachers are one of the most important agent to throw light on society. Eligible candidate can change the present situation of school. According to NCTE norms, the following must be considered while verifying document of a candidate:
1. To become a PRT: Class XII passed with 50% Marks, Diploma in elementary education
or 4 Years bachelor of education or diploma in special education and Passed TET in
paper-
One Year B.Ed is not eligible for the post, having Diploma but passed TET Paper-
2. To become a Upper Primary Teacher: Graduation with 50% Marks having one year B.Ed, passed Paper –II Or Graduation , Diploma in Elementary Education and Passed TET Paper: II
Passed Paper -
50% Marks Graduation is not required for the candidate having two year diploma in Elementary Education.
If the concerned department do not follow the NCTE norms what is the value of conducting APTET or asking for TET.
Hope the concern department would understand the matter and follow strictly on NCTE norms while conducting teacher recruitment process.

There is acute shortage of IPO in posts offices. When I reached Naharlagun post office to purchase IPO, the concerned official told me that there is shortage of IPO in the entire state. I enquired at the Head post office, Itanagar who also said that there is lack of IPO.
For applying various posts under these two establishments, only IPO has been asked for so I appeal to the concerned authority to kindly extend the last of receiving applications till the availability of IPO .
I would like to request those Bank drafts are accepted as application fee. We hope that concerned authority would understand the nature of this technical problem and will do the needful.
