Poor broadband affecting banking services in NE: Ering

Raises key issues concerning Arunachal in Parliament

ITANAGAR, Mar 22: Member of Parliament Ninong Ering asked the Centre to address the issue of poor broadband connectivity, which has severely affected banking services in parts of the North East for the last two weeks.

Raising some key issues concerning Arunachal Pradesh and the North-Eastern Region during the budget discussion in the Parliament on Wednesday, Ering continued that lakhs of people have been affected by disruption of banking services due to poor internet connectivity.

"How will people go for cashless transactions when internet connectivity is very poor? The banking services have been affected in various areas of the North East for the last two weeks and the problem must be addressed at the earliest," he said.

He also said that laying optical fibre cables has been affected in the Northeastern region due to "red tapism" and the central government should intervene in the matter.

Terming digital or cashless economy an ambitious step without creating necessary infrastructure and digital education, Ering said that the government should first try to bring internet to people and then teach them how to use Paytm.

The MP said that internet penetration and mobile connectivity in rural areas, including Arunachal Pradesh are still at low levels.

Further, he laid emphasis on creating good rail connectivity in north-eastern states and asked for early completion of Bogibeel Bridge over the Brahmaputra River.

However, he was more vocal on the issue of creating good network of roads in Arunachal Pradesh as envisaged by the present NDA regime. Stating that the allocation for highways in the 2017-18 Budget has been raised from Rs 57,976 crore in 2016-17 to Rs 64,900 crore in 2017-18, Ering called for expediting construction process, especially in Arunachal Pradesh where roads remain basic roadblock on the path of good governance.

On major schemes, like the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) under the MGNREGA, Ering said that mere fund allocation would not serve the purpose. The government must ensure proper functioning of the scheme, Ering said while informing that people in his state were still getting only 14-15 days job out of the promised 100 days.

The allocation for MGNREGS is said to have been increased to Rs 48,000 crore from the Revised Expenditure of Rs 47,500 crore in 2016-17.

Ering also raised questions over meager allocation of fund to the Ministry of DoNER (Development of North East Region).

He said that allocation of Rs 2,682 crore against the revised estimate of 2,524 crore, which is just six percent increase in the allocation to DoNER, would not meet any need of the region. He said that the amount allocated for development purposes in eight states would roughly amount to Rs 336 crore for each state, which is very minimal to bring any substantial change.

Ering also urged the central government to withdraw the order making Aadhar mandatory for the targeted Public Distribution System (PDS).He said that the order passed by the government would hamper the people's access to food grains.

"The targeted PDS is the largest subsidy programme in the country and lifeline for the poor and marginalized people as it provides 5 kg food grain per month at a subsidized rate of Rs 2-3 per kg. Making Aadhar mandatory will exclude many people, especially in remote areas of India. People in North East India are going to be most affected and are at risk of being left out," Ering said.

"An order by the Supreme Court in October 2015 said that no citizen can be denied a service or subsidy on the basis of Aadhar. But regardless of this order, the government made Aadhar mandatory for targeted PDS," the MP said and requested that the government withdraw the order.

He further raised Smart City issue of Pasighat and questioned omission of "Sansad Adarsh Gram Yojana" in the present budget.

While MP Ering has been raising the connectivity problem in the Parliament which affected the banking service in Arunachal Pradesh, hundreds of bank customers are still running from ATM to ATM in the twin city of the Capital Complex to withdraw their hard-earned cash for last few days, but to no avail.

On the other hand, bank authorities show reasons for shortage of cash saying that the RBI at Guwahati does not have enough cash to meet the demands. However, it is said that the problem would be resolved by March 24 next, and bank authorities also requested customers to have patience. According to reports, bank branches in several districts headquarters are also facing ATM cash shortage.

 

 

 

 

Rs. 12 crore for dilapidated Itanagar-Jote road, but no funds for bridges

ITANAGAR, Mar 22: The Government of Arunachal has sanctioned Rs 12 crore under SADA for repairing of Itanagar-Jote road, which at present is in a pathetic condition.

But the government is yet to announce funds for the bridges on Itanagar-Jote road which are in rundown condition.

The condition of the road has been deteriorating for the last few years but the state government has not bothered to repair it.

When contacted, Executive Engineer (PWD) Doimukh Division, Nabam Tado informed that all formalities have been completed and the department will float the tender within a week.

He further added that maintenance of road will include drainage system. However, the EE said that there is no provision for repairing of the four bridges which fall in the said stretch of road and appealed to the state government to take appropriate action in this regard.

The road is important not only for major educational institutions like National Institute of Technology (NIT), Government Law College and Film and Television Institute, but also connects the entire Upper Balijan area with Itanagar.

The law college will start functioning from the coming academic session, whereas the work at the Film and Television Institute has already started. The Union HRD Ministry has reportedly asked the NIT to start functioning from its permanent campus at Jote from the next academic session onwards.

Considering the horrible condition of Itanagar-Jote road, the students of NIT and Law College will face a hard time as the tender process is yet to start.

With the monsoon season also approaching, there is virtually no time left for the repairing work to start.

"The rains will begin in the month of April and after that it will become next to impossible to carry out the repair work. PWD, Doimukh division should not misuse the fund by doing some minor repair work and claim all the bills. This will be great injustice to students of NIT, Law College and also to the people of Upper Balijan area for whom Itanagar-Jote road is the lifeline," said a resident of Jote.

On his part, Minister UD, Town Planning, Housing cum local MLA Nabam Rebia appealed to the people of Poma-Jote Panchayat in particular and Sangdupota Circle to cooperate with the administration in the matter of creation of infrastructure for a better future.

"A few years earlier, I proposed CC pavement road from Gohpur Tinali to Sangdupota Circle headquarter and the state government was also willing to fund it. Unfortunately, locals of the area started asking for compensation due to which the scheme got delayed as there was no provision of compensation in this state highway or inter-district road. People should not become obstacles in developmental process and they should extend support for betterment of future generation," said Minister Rebia.

He further said that he has directed the PWD Doimukh Division to immediately take up the project and start the work systematically as per DPR and do not compromise with the quality.

 

 

 

 

Minister says safe drinking water to all by 2022

NEW DELHI, Mar 22: Of the 7577 rural habitations in Arunachal, 4696 habitations are partially covered in terms of drinking water with about 2000 habitations under critical coverage category, said PHE & WS Minister Bamang Felix, while speaking at the National Conference on Water Supply and Sanitation, organized by Union Ministry of Water Supply and Sanitation to commemorate the World Water Day.  

He, however, assured that despite constraints, Arunachal Pradesh with its limited internal resources is trying its best to provide safe drinking water to all by 2022.

With many of its habitations located along the 1680 KMs of international boundary with China, Myanmar and Bhutan surrounded by harsh terrains, unsupportive climatic conditions and serious communication bottlenecks, implementation of the programmes and the schemes in the state is a huge challenge. Added to it is the higher cost parameters in terms of labour and material costs due to high mechanical and head load transportation involved to reach the work sites," the Minister informed.

He asked the centre to enhance the allocation under NRDWP from NITI Aayog/ Finance Ministry in view of large number of habitations remaining uncovered throughout the country.

He further sought enhanced weightage of funding for ST category. Inclusion of cost disability factor as an additional weightage for distribution of funds under NRDWP to states vis a vis habitations in hill areas where there is no road connectivity and where there is involvement of considerable head load for carrying construction materials.

Felix also requested for continued and enhanced support from the Ministry under Water Quality Monitoring & Surveillance programme. He informed that under Swachh Bharat Abhiyaan Mission, the state government has covered 84.05% of Individual Household Latrines (IHHL), 34.62% of Community Sanitary Complexes (CSC) and 9.08% of Solid Liquid Waste Management (SLWM) component. In regards to the IHHL, the state government is supplementing an amount of Rs 8000.00 per unit, in addition to Rs 12000.00 central share, to build better quality latrines with total investment of Rs 20000.00 per unit, combining GoI and state's contributions, he added.

Minister of State for Water Supply and Sanitation, Ramesh Chandappa Jigajinagi, CEO NitiAayog - Amitabh Kant, PHE and Water Supply Ministers from 18 states of the country, Secretary WS and Sanitation Government India, and officers from states were also present.  

Felix was accompanied by officers from the Department of Water Supply and Sanitation, GoAP during the conference.

 

 

 

Agricultural festivals are root of civilization: Apang

RUKSIN, Mar 22: Former Chief Minister Gegong Apang termed agricultural festivals as root of civilization of the tribal people living in Northeastern region.

Attending the concluding day of the two-day Central Ali Aye Ligang celebration organized by Murkongselek Mising Kristi Kebang at Jonai on Wednesday, Apang said traditional cultures are gifts of our forefathers and it should be preserved and protected for identity.

Stating that he has attended many socio-cultural programmes of the Misings in Assam earlier, Apang urged the members of the community to cherish sense of brotherhood with the tribal people of Arunachal Pradesh.

Speaking about the origin and evolution of Adi and Mising tribes, the former Chief Minister said that both Adis and Misings have originated from the same forefathers/ ancestors. Apang exhorted the Adi and Mising youths to shoulder the responsibility of preserving their culture, beliefs and traditional practices to keep their ethnic identity intact.

Also saying that agriculture and allied activities are economic backbone of the tribal people, Apang observed that the Solung festival of Adis, Mopin of Galos and Ali Aye Lignag of Misings have same objectives.

The former Chief Minister observed that Mising people of Assam have been preserving the main traditional ethos of Adi-Mising ancestral cultures and exuded confidence that these would be preserved and protected forever.

Apang said that he was proud and grateful to the organizers for remembering and inviting him to participate in the community festival.

Speaking on the occasion, Jonai SDO (ADC) Atul Kt Sharma termed the Mising tribe as one of the well-educated and culturally developed tribal groups in India, which has been preserving their traditional customs and showing their ethnic identity before the mainland people.

Adi-Mising Baane Kebang (AMBK) General Secretary Okom Yosung informed that the kebang has been organizing cultural exchange programme for strengthening Adi-Mising relationships, and urged the Mising brethren to keep their age-old unity and brotherhood among the two communities.

TMPK (Mising Students Union) President Naresh Kumbang laid stress on promotion of their ancestral cultures and traditional behaviours rather than adopting other cultures.

AMBK president Raju Medok, Mising Baane Kebang Secretary Girin Morang, Mising Mime Kebang President Usharani Kumbang and members of various Adi and Mising organizations attended the concluding programme.

 

 

 

 

Governor Acharya cautions NE people

ITANAGAR, Mar 22: Governor of Arunachal Pradesh P B Acharya has cautioned the people of North Eastern Region against dubious land dealings and other criminal activities in the National Capital Region.

Reacting to news reports in some local dailies regarding crimes against North East people, including those affected by shady land deals in Noida, Gurgaon, Solan and other areas, the Governor's Office said that the Governor has taken note of the situation and has cautioned the North Eastern people to be more aware and not let people hoodwink them.

The Governor, who met Delhi Chief Minister Arvind Kejriwal during his recent visit to the National Capital, discussed and highlighted problems faced by the North Eastern people in Delhi. He appreciated the proposed welfare and security programme by the Delhi Government for the North East people.

The Governor also lauded the Delhi Police for keeping a check on the crimes committed against North Eastern people, while also stating that one should be more careful in future and keep guard so as not to be lured by such unwanted elements.

 

 

 

RGU adopts remote Lasum Pate village

ITANAGAR, Mar 22: CPEB, Rajiv Gandhi University (RGU) has adopted Lasum Pate village in Dissing Passo circle of East Kameng district in order to sensitize the villagers about health and hygiene, and education, to assist them to understand biodiversity and its preservation and to make them aware on various government schemes.

The RGU deputed a team comprising of Professor H N Sarma, Dr Daniel Mize, Dr David Pertin and Dr Pubajyoti Saikia to formally adopt and discuss the modus operandi for the execution of the objectives of the adoption with villagers.

The team visited all households, school, Anganwadi centre and interacted with the villagers to identify the basic problems faced by the people.

While interacting with the RGU team, Gram Panchayat Chairperson Hemu Panse lamented that no government water supply schemes have been implemented in the village. Villager are still fetching water from the river so they are prone to water borne diseases which is one of the reasons for higher mortality rate in the village and is aggravated by unavailability of surface transport and health centre in the village. Though power lines are being erected but there has been no electricity supply in the recent past, Panse further informed.  

School Management Committee Chairman Taram Lebung informed the team that there is only one teacher in the entire school, and when the teacher is unwell, the school remains closed.

Gaon Burah Radhesyham Tachang also assured that his village would extend full cooperation to the RGU.

Lasum Pate, mostly inhabited by the Puroik community, is still not connected by road and as a result the village is cut off from the rest of the world for up to seven months. The adoption programme was marked with a mass plantation in the village, distribution of saplings and some basics commodities to villagers.

 

 

 

Belgian Embassy officials meet GoAP representatives

ITANAGAR, Mar 22: The Government of Arunachal Pradesh, represented by Commissioner Finance, Power, Investments Ashish Kundra and Commissioner Industries Tahang Taggu met with Belgian Embassy representatives Guillarime Choquet (Economic Affairs) and Alexis Bossurt (Trade Counsellor for Flanders Investment and Trade) in connection with investment opportunities in the state.

Kundra gave a presentation concentrating on the huge potential of the state in sectors like Tourism, Agriculture, Horticulture, Forest, Industries and Hydropower. Stressing on the investment potential in the state, he said

that the state government was willing to bring in more investors by providing them with incentives like capital subsidy, tailor-made policies etc. In the hydropower sector, Kundra explained that the main problem is the lack of financial closure of executing companies, which could be an advantage for foreign investors in this sector.

Tahang Taggu informed that the government had the requisite land in the foothills of the state, which it can lease out to the companies investing in the state. This will ease the process of setting up of industries in the state for potential investors.

The visiting duo recommended that Arunachal Pradesh should take cue from Costa Rica, which has created a niche for itself in the tourism sector and whose maximum revenue is derived from the tourism industry.

They also advised on focusing on 'experience tourism', which is slowly gaining market around the world. The meeting was also attended by Taru Talo,Director (Industries) and Marki Loya, Director (APEDA).

 

 

 

Technology driven documentation should not compromise essence of oral tradition: Bhagabati

RGU Workshop on documenting Oral Traditions of Northeast India

RONO HILLS, Mar 22:  Guwahati NERC, Indira Gandhi National Centre for the Arts Coordinator, A C Bhagabati stated that oral tradition is dynamic and the use of technology driven documentation process should not compromise the essence of oral tradition.

He was speaking during the inaugural day of the four-day long national workshop on 'Documenting Oral Traditions of Northeast India', organized by Arunachal Institute of Tribal Studies and Centre for Endangered Languages, Rajiv Gandhi University (RGU), in collaboration with Indira Gandhi National Centre for the Arts, New Delhi, which began at the RGU here on Wednesday.

Director, Centre for Oral and Tribal Literature, Sahitya Akademi, New Delhi and President, Linguistic Society of India, Padmashree, Professor Anvita Abbi in her address also emphasized on the role of oral tradition in safeguarding the intangible cultural heritage with a special mention on the endangered languages and culture of the Adamanese. She also mentioned that safeguarding a worldview or system of beliefs is even more challenging than preserving a natural environment.

President, Indian Folklore Congress, Mysore, Professor Jawaharlal Handoo spoke on the essence of folklore studies in contemporary times. He stressed upon the importance of participatory documentation, where community members actively participate in documenting their culture.

Vice Chancellor of the University, Professor Tamo Mibang emphasized on the relevance of undertaking research in oral traditions of tribal societies, while Director AITS, RGU, Professor S Simon John spoke about the importance of documenting, preserving, safeguarding and disseminating oral traditions of the region.

An annual newsletter by the Centre for Endangered Languages entitled 'CFEL Research Newsletter', highlighting the research on endangered languages of Arunachal Pradesh was also released on the occasion.

About 100 participants from different universities of the country, including the North East region are taking part in the workshop wherein resource persons from RGU, JNU, Malayalam University, Sahitya Akademi, Vishwa Bharati Santiniketan, IGNCA, Guwahati University, Pondicherry Central University, besides eminent film makers will present various concepts and methodologies for documenting oral traditions of Northeast India.

 

 

 

 

Stick to guidelines regarding STPF recruitment: GAS

ITANAGAR, Mar 22:  The Ghora Aabhe Society (GAS) has in a letter to the Chief Minister on Tuesday, appealed to him to ensure that recruitment process of the Special Tiger Protection Force of Pakke Tiger Reserve be carried out as per the guidelines of the National Tiger Conservation Authority, which requires that the Forest Department and not the Police Department should be the main recruiting authority for the 112 posts.

"As per the guidelines of the National Tiger Conservation Authority vide its letter no.15-5/2008 dated Sep 2008, the Divisional Forest Officer and the Park management has opted for option II via their approved Tiger Conservation Plan for constituting the Special Tiger Protection Force (STPF). This option requires that the Forest Department and not the Police Department should be the main recruiting authority. Further, as per the approved 10 year Tiger Conservation Plan,

the STPF should not be an armed force of the Union but a dedicated force comprising of forest personnel," said GAS Chairman, Takum Nabam  and sought reservation of about 30 percent (33 posts) of the STPF for the local people as per the Tiger Conservation Plan.

 Seijosa ZPM, Pani Tayam has in a representation to the CM on Monday last, also sought recruitment of local youths of the area for STPF, who have been already working on casual basis in the Pakke Tiger Reserve.

Meanwhile, the Pakke Tiger Reserve Casual Workers Welfare Association (PTRCWWA) also expressed concerns over the inordinate delay in conducting interview for selection of Special Tiger Guard (STG) and Special Tiger Protection Force (STPF), and submitted a memorandum to the Chief Minister on Wednesday, urging him to initiate steps to expedite the recruitment process.       

'The GoI had sanctioned appointment of STG and STPF for Pakke Tiger Reserve in 2010, but the same has not been implemented in the state and as a result many land donors and affected unemployed youths are still waiting for job opportunities,' the Association  said.

 

 

 

Meet on health research

NAHARLAGUN, Mar 22: The Health Research unit of the Directorate of Medical Education, Training & Research held a sitting of the Institutional Ethical Committee on Wednesday, wherein deliberation on two research proposals took place.

One of the proposed studies to be conducted by Dr Mika Umpo (Microbiologist) will look into the biology of drug resistant mycobacterium tuberculosis at molecular level through multi institutional collaboration such as AIIMS and International Centre for Genetics Engineering & Biotechnology, New Delhi, while other hospital based study to be undertaken by Dr Gomi Basar (Biochemist) will look into the prevalence of type-2 Diabetes Mellitus among ethnic population of Arunachal Pradesh.

Taking note of the importance to foster research activities in the state, member of the Committee Dr T Kaki suggested that such meetings may be held as and when proposal is submitted, and further requested Member Secretary Dr Nabam Peter to encourage potential researchers through dissemination of knowledge on different aspects of research methodology.

The Institutional Ethical Committee has been formed to ensure a competent review of all ethical aspects for research projects in the state. The members comprise a mix of medical as well as non-medical members to represent different points of view.

 

 

 

Pvt hospitals have role to play in implementation of health progs: DC

YUPIA, Mar 22: Deputy Commissioner Tai Kaye said that all the hospitals, including private ones, have a greater role to play in effective implementation of all government health programmes and polices.

Chairing the District Accreditation Committee (DAC) meeting of the District Health Society (Papum Pare DHS), held at his office conference hall on Wednesday to discuss expansion of facilities for institutional delivery services to all eligible private health facilities, the Deputy Commissioner said that health facilities must reach to the poorest of the poor, irrespective of caste creed and religion.

Papum Pare District Medical Officer, Dr Kampu Tasso also called upon all private hospitals to cooperate with the DHS in streamlining the health facilities for institutional delivery services in the district.

DRCHO Dr J Ado highlighted on the merits and procedures of the DAC and informed that main focus will be on implementation of two pilot projects - Janani Suraksha Yojana and family Planning. He said that on receipt of letter of interest of accreditation from private hospitals, a three member District Assessment Team (DAT) comprising of the DMO, DRCHO and Senior Specialist Gynecologist, Tomo Riba Institute of Health and Medical Sciences, Naharlagun will inspect the hospitals, and based upon the satisfactory report of the team, private hospitals will be accredited.

Deputy Director PHE Dr Lollen said that data on Infant Mortality Rate must be properly recorded and maintained and it should be submitted timely.

Dr Tana Natung, Nodal Officer, MCH, State NHM also called upon private hospitals to cooperate with the district authority in proper implementation of programmes.

The DAC is first of its kind in the district and state and it is an initiative of District Medical Officer Dr Tasso Kampu under the guidance of Deputy Commissioner Papum Pare.

The accreditation process will begin from April 1, 2017 and format of Letter of Interest have been circulated among the private hospitals and asked to submit by April 10, 2017.

Representatives from Heema Hospital, Niba Hospital and Hormin Hospital were also present during the meeting.

Dr Swami Viswesnananda, Secreatry R K Mission Hospital, Dr Bengia Mala, Senior Gynecologist, Dr Kaling Megu, Senior Surgeon, Deputy M S Heema Hospital, DSO Dr Ronya and staffs were present in the meeting. (DIPRO)

 

 

 

State level workshop on spices begins

PASIGHAT, Mar 22: Two days state level workshop on 'strategies for harnessing the potential of spices production in Arunachal Pradesh' began at the College of Horticulture & Forestry (CH&F), Pasighat on Wednesday.

CAU Imphal Vice Chancellor Professor, M Premjit Singh urged all the scientific fraternity and front line extension personnel to stand up to the expectation of the farming community of the region as well as state.   

Itanagar NABARD GM, S Sankarnarayanan spoke on different credit link support and schemes of the bank. He also informed that NABARD is going to establish three Mega Food Parks in East Siang, West Kameng and Papum Pare districts to market their surplus horticultural crops.

Dr C A Srinivasamurthy, Director of Research, CAU Imphal spoke on recent market trends and accessing information by using ICT so the farmers could get best prices for their produce, while Registrar CAU Professor K Mamocha Singh asked the KVK scientists to generate appropriate technologies for enhancing productivity of spices of North Eastern Region.

Dean of CHF Pasighat, Professor A K Pandey stated that spices and horticultural production was very low as per the market demand, and accordingly called upon all the scientists for fruitful deliberations to formulate the strategies and roadmap to develop NEH as a spice hub.

ITANAGAR, Mar 22: Kra Daadi district won the men's volleyball in the second Paralympics Games 2017 being held at Sangay Lhaden Sports Complex, Chimpu on Wednesday.

Kra-Daadi beat East Kameng 15-25, 25-23, 25-18 in the final to win the title.

Finals of 11 events were held on day two of the Games.

The closing ceremony will be held at SLSA Sports Complex, Chimpu at 10 am on Thursday.

The accident happened when the bus bearing registration number AR-02/0404 was on its way to Kakoi from Itanagar with nine passengers. However, there is no report of any fatality, except minor injuries received by few passengers. The cause of the accident is yet to be ascertained, according to Kakoi Circle Officer Tana Bapu. JWCAPTU to go ahead with next phase of agitation

ITANAGAR, Mar 22: The Joint Working Committee of Arunachal Pradesh Trade Unions (JWCAPTU) has decided to go ahead with its 4th, 5th and 6th phases of agitation from March 29 onwards.

The JWCAPTU expressed displeasure over the Government of Arunachal's recent announcement to hike wages of contingency employees/casual workers by Rs 1000.

The committee has been demanding for wage hike to Rs 18, 000 at par with national level.  The JWCAPTU alleged that the state government is playing with the sentiments of the casual workers.

 

 

 

Women repair hanging bridge

ITANAGAR, Mar 22: The women of both Statistic and Police colonies are going to set an example as they are taking up hanging bridge renovation works between Statistic and Police colonies on self help basis in the Capital Complex.

It is further informed that the hanging bridge between Statistic and Police colonies would remain closed for the next two weeks, starting from Thursday due to ongoing bridge renovation works.  The bridge is expected to open for commuters from April 5 next.

 

 

 

Shift SMS factory from Lekhi village: Federation

NAHARLAGUN, Mar 22: The All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its President Dobing Sonam has submitted a representation to Chief Secretary Shakuntala Gamlin and appealed to her to immediately shift the SMS factory located at Lekhi Village.  

While stating that the factory has been causing serious air pollution which is a threat to human life, the Federation added that as per the latest inspection of the factory, diseases like cancer, tuberculosis etc have rose to the level of 45 percent in and around the area as the factory emits carbon dioxide,

carbon monoxide and particulate pollutants containing heavy metals which are hazardous for any living being.

'It has been more than three years since the demise of one late Toko Henri of Leki Village because of polluted air, but till date nothing has been done by the authority concerned to close or shift the said factory', the  representation further read.

The AAPPTF has also threatened to launch democratic movement if its demand is not looked into at the earliest.  

 

 

 

Awareness prog on human rights

RONO HILLS, Mar 22: The Department of Political Science, Rajiv Gandhi University (RGU), in collaboration with the National Human Rights Commission, New Delhi conducted a one-day awareness programme on human rights.

The programme aimed at promoting human rights literacy amongst various sections of the society, particularly the younger generation, public servants, police, NGOs, etc, said programme coordinator Dr David Gao.

Resource persons drawn from various fields, including from legal backgrounds and women activists, delivered lectures on human rights, need of proper mechanism to protect human rights, customary laws, various issues involving women's rights and interest etc.

Under Secretary, Department of Law and Personnel, Dani Belo emphasized the need of a proper mechanism to address violations of human rights in Arunachal Pradesh. He also said that all the state Human Rights Commissions need to be more alert on this serious issue.

Indian Council for Child Welfare General Secretary, Tadar Mepung stressed on the need for constituting the State Human Rights Commission at the earliest. She said that there were lacunas in the laws for women in the country and also disclosed that there were complaints of misuse of laws by women as well.

Referring to Arunachal Pradesh, she said that the customary laws should be in consonant with the provisions of the Constitution so that implementation of legal rules regarding women, human rights and children can be achieved.

Professor S N Misra emphasized on the need for generating awareness among people on human values and rights.

Finance Officer of RGU, Professor Amitav Mitra advocated that 'human rights and human development are closely connected and can secure freedom in all aspects and the challenge is in building a culture of human rights.'

He also proposed for inclusion of human rights subject as a curriculum in schools.

Dr Tabang Mibang and Dr Samanth Sahu also spoke on the occasion.

The programme was also attended by deans of various faculties, heads of departments, administrative staffs, students and research scholars of the university.

 

 

 

 

Two ULFA cadres apprehended

KOHIMA, Mar 22: The 17 Jairampur Battalion of the Assam Rifles apprehended two ULFA(I) cadres, Bitu Rajvanshi and  Bitul Shimpo for attempted extortion in Koriapani village in Jagun on March 21 last.

Bitu Rajvanshi further divulged that he has been an active cadre of the banned outfit and had undergone training at Kaching training camp in Myanmar and was involved in guiding the CORCOM cadres responsible for the November 16 Pengri attacks that killed three soldiers, said a defence report.

ITANAGAR, Mar 22:  In a representation submitted to the Commissioner, Department of Tax & Excise recently, the All Arunachal Pradesh IMFL Retailer Association (AAPIMFLRA) has appealed to him to not implement the notice Vide No.AP/Z-II/EX-269/2016 dated 28 Dec, 2016 regarding shifting of liquor shops (retailers), wholesale and bonded warehouses beyond 500 meters along the national and state highways, and sought further relaxation till the wine shop owners shifted to other locations.

The AAPIMFLRA General Secretary has in a release on Tuesday, further appealed to the GoAP and state nodal officer to execute the order dated April 1, 2017 as per the direction of the Supreme Court instead of the March 15, 2017 order of the Superintendent (Tax and Excise), which directed closure of all liquor shops, wholesale, bonded warehouse, beer/IMFL bar within March 15, 2017.

 

 

 

AdiSU unit demands fresh interview

ITANAGAR, Mar 22: Siang district unit of Adi Students' Union (AdiSU) has lodged a complaint with the Siang Deputy Commissioner regarding recommendation of candidates for final selection for various posts of MPW, Peon etc. by the DMO.

Alleging illegal practices and indulgence in nepotism and favoritism in selection of candidates, the AdiSU unit in its complaint letter to the Deputy Commissioner demanded an SIT probe into the allegation. The students' union also demanded that the interview be conducted afresh by cancelling the results forwarded to the DC for final selection of candidates.

 

 

 

 

GB no more

ITANAGAR, Mar 22: Tana Rayo, Gaon Burah of Upper Nyorch village died on March 21 last. He was 56, and is survived by his wife, seven daughters and a son. Meanwhile, the Borum Panchayat Youth Welfare Association has extended condolences on his demise and prayed for the eternal peace of the departed soul.

 

 

 

 

Objection to Kolma Dev Committee demand

DOIMUKH, Mar 22: The Gaon Burah of Kolma village and the GPM of Amba-II Gram segment under Doimukh circle objected to a press statement given by the Kolma Development Committee demanding implementation of urban project in Kolma village.

Objecting to the press statement, the GB and Panchayat member in a release stated that the demand was made by some self-proclaimed members of the Kolma Development Committee, who did not have mandate to represent the Kolma villagers.

Moreover, the villagers of Kolma had already filed a petition in the High Court in protest against the inclusion of Kolma village under urban jurisdiction. Since the matter is subjudice, the demand for implementation of urban project will be contempt of the court, the GB and GPM said in the release.

 

 

 

 

ANMs meet held

NAHARLAGUN, Mar 22:  A meeting of the Contractual ANM Welfare Association (CANMWA), under the chairmanship of CANMWA Convener, Yaning Marging was held at Naharlagun on Monday last,  wherein issues like pay enchantment of contractual ANMs and regularization of their jobs were  discussed. The members present in the meeting also urged the state government for pay enhancement, post creation and regularization of contractual ANMs for better functioning of health facilities.

The report was based on a press conference by Behenso Pul of Anjaw Anti Corruption Jagruti Movement (AACJM) who had alleged M/s Muhilum Pul enterprise of wrong doing.

Review all MOUs/MOAs

The report about Forest Advisory Committee under the Ministry of Environment, Forests & Climate Change deferring the forest clearance to the 3,097 MW Etalin Hydropower Project in Arunachal Pradesh has not come as surprise. Like Etalin, the majority of hydropower projects on offing in the state are stuck in various stages. Barring few like Kameng and Pare, most of the projects have simply failed to even start. This thoroughly exposes the lackadaisical attitude of state government.

Even though they constantly harp about tapping the hydro-potential, the government is yet to take any concrete step to materialize it. In case of Etalin project it is reported that though project involves displacement of 95 families, the State Government has not even prepared the Rehabilitation Plan till date. This exposes the poor preparedness of state government. The Etalin project is being jointly executed by Jindal Power Limited and Hydro Power Development Corporation of Arunachal Pradesh Limited. The government of Arunachal is expected to earn massive revenue once it starts functioning. The time has come for government to completely review all MOUs/MOAs signed with various developers. Project should be taken up only in those areas where local people are willing to extend support. Forceful implementation of project should be avoided at any cost. Also state govt should terminate agreement with those developers who are not serious about implementing the project.

Declare results

Dear Editor,

Through your esteem daily, I want to ask National Health Mission department when they are going to declare the result of walk in interview conducted on 14 of February for various post like DAHPM, Computer Operator etc. It’s already been more than one month and I believe it’s enough Time for declaring the result of simple walk in interview.

I also understand that departments have their own busy schedules but at the same time I will really appreciate the department if they manage some time for declaring the result, as many hopes sometimes depends on it.

At the same time I also like to request concern Ministers and secretaries for bringing some efficiency.

Fake sports certificates and recruitment

Dear Editor,

Through your esteemed daily, I would like to appeal Govt. of Arunachal Pradesh to ban fake certificates for recruitment of Arunachal Pradesh Police constables under Sport quota Recruitment for Tirap, Longding and Changlang. I have noticed that maximum candidates are appearing with fake certificates. Some sport associations are issuing fake certificates charging high amount which poor persons can’t afford. Charging high amount for fake certificates is not fair.

There are lots of sports persons in Arunachal Pradesh, they have hundred percent right to get the job instead of other candidate coming with fake certificate. Sports men/women do very hard work to get their fair certificate so how can other non-sport men/women get the jobs instead of them? Sports quotas should be only for sports persons not for non-sports persons.

I would like to request authority to properly check the details of every single candidate. And also I strongly appeal to high authority to immediately ban such a fake certificates issued from various sports associations in Arunachal Pradesh.

Follow the NCTE norms

Dear Editor,

Through your esteemed daily news paper, I would like to suggest the Education Department to follow the NCTE norms in recruitment of elementary teachers because the teachers are one of the most important agent to throw light on society. Eligible candidate can change the present situation of school. According to NCTE norms, the following must be considered while verifying document of a candidate:

1. To become a PRT: Class XII passed with 50% Marks, Diploma in elementary education or 4 Years bachelor of education or diploma in special education and Passed TET in paper-I.

One Year B.Ed is not eligible for the post, having Diploma but passed TET Paper-II are not eligible for the post.

2. To become a Upper Primary Teacher: Graduation with 50% Marks having one year B.Ed, passed Paper –II Or Graduation , Diploma in Elementary Education and Passed TET Paper: II

Passed Paper -I in TET are not eligible for the post.

50% Marks Graduation is not required for the candidate having two year diploma in Elementary Education.

If the concerned department do not follow the NCTE norms what is the value of conducting APTET or asking for TET.

Hope the concern department would understand the matter and follow strictly on NCTE norms while conducting teacher recruitment process.

Non availability of IPO

Dear Editor,

Through this esteemed daily, I would like to bring the attention of concern authority of District And Session courts of Tezu and Yupia towards the non-availability of  IPO for applying various posts under the Jurisdiction of these two  courts.

There is acute shortage of IPO in posts offices. When I reached Naharlagun post office to purchase IPO, the concerned official told me that there is shortage of IPO in the entire state. I enquired  at the Head post office, Itanagar who also said that there is lack of IPO.

For applying various posts under these two establishments, only IPO has been asked for so I appeal to the concerned authority to kindly extend the last of receiving applications till the availability of IPO .

I would like to request those Bank drafts are accepted as application fee. We hope that concerned authority would understand the nature of this technical problem and will do the needful.
